Not really. If you click on the NH person and then click on anything else, the conversation balloon will appear over your current target. It's has to be a product of how ARK handles the placement of the balloons. I suspect it assumes that if you are talking to an NPC that you will remain targeted on the NPC. I've had this happen to me many times when I forget to pay attention or my finger slips.

Other games - they give you a cookie whether you succeed or not, in fact you don't even have to participate. Ryzom takes your cookie, eats it in front of you, and slaps you 2 or 3 times for bringing a cookie in the first place.
