Reorganisation of the Zoraï Theocracy Zora, the capital city Zora is both a city and the capital of the Witherings. It is the heart of the political and religious power in the Witherings. Zora’s Constitution: This is the national constitution.Zora’s Guide: The Grand Sage is the official Guide of the city of Zora, and hence its legal representative. As such, his role consists of ensuring that his city is thriving on all levels, in accordance with the Zoraï values. In this capacity, he attends Zora’s Circles in order to guide the Awakened. Yet, due to the many other responsibilities of his office, he may delegate this role to another Guide of the City. Zora’s Circles: The Assemblies for Zora’s Circles take place every three Assemblies. These are public meetings, during which the Awakened and Initiates gather, along with the Ambassadors. There are five Circles:The Defense Circle, responsible for:- Defending the Witherings against né-kwaï invaders.- Coordinating the fight against the Goo.- Coordinating the fight against the Kitins.The Construction Circle, responsible for the reconstruction of the Zoraï infrastructure after the Second Great Swarming and for the hosting of refugees arriving in Zora.The Spirituality Circle, responsible for the Spiritual Fulfilment of the Initiate.The Exploration Circle, responsible for:- The diplomacy with the other Nations and the né-kwaï guilds.- The diplomacy with the primitive tribe of the Gibads.The Dynastic Circle, responsible for the administration of the Witherings. Organization of the Towns Towns' Constitution: The Constitution of each Town will be written by its inhabitants, during the initial Assemblies of the Towns. Each local Constitution will have to be consistent with the Theocracy Constitution, and will have to be approved by the Guide of each Town.Town Guides: Each Town will be guided by a Sage, appointed by the Grand Sage. The Guide of a Town is its legal representative. His role consists in ensuring that his Town is thriving on all levels, in accordance with the Zoraï values. In this capacity, he attends the Assemblies of his Town in order to guide the Awakened. Indeed, he doesn’t have a decision-making role, but only a consultative one.Guide for Jen-Laï: Sage SorrowGuide for Hoï-Cho: Sage SenseGuide for Min-Cho: Sage SeasonTowns’ Circles : Two assemblies out of three are Towns’ Circles. They take place at the same time in each of the three Towns at the turn of the Atysian cycle (every 18 days IRL) and they alternate with an assembly of Zora’s Circles. The gatherings will consist of the Guide, the Awakeneds, the Initiates, the Ambassadors and the spectators, and work the same way as Zora’s Circles do:The Defense Circle, responsible for fighting the Goo and the Kitins:Jen-Laï: two regions to be defined by the Circles.Min-Cho: two regions to be defined by the Circles.Hoï-Cho: two regions to be defined by the Circles.The Construction Circle, responsible for:- The reconstruction of the Towns after the Second Great Swarming and the hosting of the refugees.- The organisation of the ceremonies, local teaching on specific themes.The Spirituality Circle, responsible for the Spiritual Fulfilment of the Initiate.The Exploration Circle, responsible for the diplomacy with the tribes of the neighbouring regions:Jen-Laï: list to be established depending on the region allocations.Min-Cho: list to be established depending on the region allocations.Hoï-Cho: list to be established depending on the region allocations.The Dynastic Circle, responsible for the administration of the Witherings. The Intendant Shizu of each City takes part in this Circle or sends a representative.
