There are some NPCs who from time to time /say advice some information in around chat.

There are "Kitin Observer of the (side of the world)" NPCs.
They're not like that. They usually do nothing and remain mysteriously silent or blatantly lie that nothing is happening and everything is fine (even when there is an invasion and everything is not fine).

What about the possibility for them (for Kitin Observers of the (side of the world)) from time to time to /shout in around chat information that there is a kitin invasion in the region (if it (invasion) is happening now of course)?
