Suggestion: Make items that exist useful

Reference: Masterful shields of the factions/organizations

Current state: The items are useless, because they can be improved and produced by yourself with simple means. Despite their special design, they are only worn for show but not or hardly used actively.

Reason: The applied value improvements are not considered by the game mechanics.
