When I select this quest on my compass, it points to Anibre Bechini. I already have the tool needed for the quest. In fact, I have all the tools he sells.
The mission screen tells me to talk to Sterga Hamla.

What happens if you talk to Sterga?
What happens if you talk to Anibre? (Does the arrow change?)

Nothing happens in either case. I've done it 3 times to make sure. The arrow is unchanged.

The mission window says to craft one amplifier, but Sterga originally said 3 pair, which is a major extra pita just to finish the intro quest chain, because it doesn't teach anything new. I do not get either a new mission or any text at all.

Anibre just puts up the market list with no text.

edit: I just noticed that my weapon Crafting Tool used my Tryker plan to make a Fine Refugee amplifier of quality 10. My quest calls for a "Tryker" amplifier of quality 10. I wasted about 6 hours and quit playing for the day, and maybe longer. But it probably doesn't matter how many new players quit because of the school quests, so it's all good.
*Now* Anibre is removed from the compass and replaced with Serga.

I could recommend leaving the Ranger camp (not far, just far enough to trigger the area message) then log out and back in again.  That seems to reset some of the triggers.

I don't like it, but it sometimes works.

Maybe the compass does not update in case you previously bought the weapon crafting tool. In this case it is wise to ignore the compass and just craft the amplifier.

I doubt, btw., that you crafted the refugee amplifier quality 10. That one is given to every new player. You should wield the weapon crafting tool, have the appropriate materials such as 5 bark or bone, 5 fiber or skin, and 10 eyes or amber of at least quality 10.

Then choose the weapon crafting action (sword symbol) which opens the crafting window as the armor crafting tools did for armor. If you did not yet buy Tryker melee weapon crafting action from the teacher Ta'Calc Oden, do it now.

You should have bought the tryker magic amplifier crafting plan from the teacher. In that case, you may choose magic amplifier instead of dagger (default plan) to craft.

Then, fill in the materials needed, and craft the amps. Afterwards, the mission text will change. After handing out the amps to Sterga, the mission should be done.
