Naveruss then explains that the last meeting with Messedos Syagus, for the progress of the camp near Dyron, has provoked strong reactions, especially Thesos akenak dismiss.
Chanchey and Salazar wonder if the akenak reaction was a good thing.

Other matters

Jazzy emphasizes marauders invading in FH and the guards’ inefficiency against them.
He explains that the UFA is emptied and can do nothing.
Fleur de Tuber points out that marauders are spending dappers in FH.
The governor agrees that’s it is not tolerable.
Jazzy proposes to ask for Corsair’s help for guard reinforcement and training.
Fleur de Tuber doesn’t agree because of the probable important tax from the Corsairs.

Pour être nommé Taliar, il faut faire partie d’un Crya (Guilde citoyenne fédérale). N’importe quel membre soutenu par le chef de guilde peut postuler.

Réforme du marché fédéral

Jazzy demande à ce que l’AP du poste d'échange du porche des sources, qu’il détient actuellement, soit reconnu comme AP fédéral.
Le gouverneur rappelle qu’un avant-poste fédéral appartient à toutes les guildes citoyennes et non pas juste à une seule. Il est défendu par les guildes citoyennes sans se préoccuper de la religion de chacune.
Neira objecte que l’implication de la Fédération dans un AP est contraire au Traité des quatre Nations.
Chanchey comprend les intentions de Jazzy mais préfèrerait que la Fédération ne soit pas liée à un AP source perpétuelle de conflits.
Jazzy propose d’établir un marché fédéral pendant lequel les ressources de l’AP fédéral seraient distribuées aux guildes citoyennes. Ce marché serait l’occasion d’organiser régulièrement des réjouissances : tournoi de combattants, jeux de dès, pièce de théâtre…
Un accord n’ayant pu être trouvé, le sujet sera repris lors de la prochaine assemblée.

Point sur la purge de la peine de Cybele Fae

La peine de Cybele Fae se terminera le Tria, Pluvia 27, 2e CA 2600 (10 octobre 2018).
Elle a acquitté ce jour son amende de 5 millions de dappers.

Questions diverses

Neira rappelle qu’elle était adjointe au maire de Windermeer. Le maire n’étant plus là, elle demande à être nommée maire. En pratique, cette demande est acceptée mais sous réserve d’élections prochaines.

Nair Neira confirms to Governor Ailan Mac'Kean that she’s still running for the title of Taliar and Tryker Ambassador to the Matis.
The Taliar Chanchey asks questions about the wooden emblem that Nair Neira proudly wears on her. She replies that it is the emblem of the black circle. Surprised, the Taliar Chanchey reminds that the black circle is the symbol of the clan behind Still Wyler's murder. Nair Neira replies that she is grateful to those who have helped her, but that she remains faithful to the Federation.
Deputy Taliar Eolinius takes the floor and asks Nair Neira, who speaks a lot about the Matis, to explain her motivations and what she thinks she will do as an ambassador to help the Federation. Nair Neira takes him high and answers freshly that anything that is good for the Matis is good for the Federation.

Nair Neira goes away furious saying she officially resigns as mayor and citizen of the Federation.

Rezio is appointed as Deputy Taliar for La Lune Eternelle.
Chenli succeeds Kaaon as Taliar for La Tribu Talodi.
Kurutani is appointed as Deputy Taliar for La Tribu Talodi.

Federal guards and Fairhaven security

Kyriann explains that the marauders have returned to FH in force since the departure of the federal guards, even setting up at the bar without the regular guards reacting.
All Taliari and Talalochi agree that Tryker Byrh deserves it but that the safety of the bar must be maintained.
Nair Gouverneur replies that the guards' training had been reviewed, that they are qualified to fight the marauders but that she will talk to the chief of guards so that the rounds' route could be revised to ensure safety around the bar. However, there is no question of bringing back the over-trained Federal Guards.
Taliar Chanchey takes a different position. For him, strengthening the guards will only encourage the marauders to come and seek the challenge from the guards.
Taliar Placio thinks that marauders are looking for a challenge but only when they feel sure they will win it.
Locian Toen proposes to reorganize the FUA
Taliar Placio accepts the position of Lieutenant of the FUA during the absence of Commander Nair Jazzy.
A meeting for the practical organisation will be held informally and the results will be discussed at the next Assembly. Taliar Chenli is in charge of the organization.

Appointement of an ambassador for the Matis kingdom

Fleur de Tuber is appointed as Ambassador for the Kingdom by unanimity  to convey the words of the free Trykers.
Locian Toen advises him to take barrels of Lake Byrh as a diplomatic gift.

Zoraï theocracy : Zora's attack with Gooed bombs

Kyriann relates the attack on the Circle Assembly by the Masters of the Goo accompanied by marauders from all clans. The Masters of the Goo used throwing weapons to send gooed virulent projectiles.
Investigations, conducted under the direction of the new Sage, Sap, showed that it was the Goo-Heads who had supplied the gooified weapons and that they used them to spread the Goo in the Void. The Goo-Heads Agents were eliminated but the weapons remained nowhere to be found.
Nair Governor replied that Nair-Mabreka had passed on this information to the leaders of other nations. Patrols around FH are being reinforced and the FUA is being asked to go on high alert.
Taliar Placio checked during the Assembly, Frogmore Place is less than 60 m from the entrance of FH and therefore within range of Goo-based range weapons.
Deputy Taliar Kurutani would like not to lose another leader because of an attack by Goo.
Locian Toen proposes that the Nations call on the Rangers to clean up the flora and fauna from the Goo.
Fleur de Tuber proposes that Trykers engineers be called upon to develop goo protections such as waterproof armor or fans.
Locian Toen recalls that the last engineers were lost for years.
Kyriann suddenly remembers that the Goo-Heads talked about a Tryker engineer who helped them build the weapons. She suggests not to put the engineers on the job for the moment.

Round at the bar offered by the Tryker Federation

Given the length of the Assembly, Locian Toen, Kurutani, Fleur and Kyriann discussed holding more frequent meetings.
The round has to be postponed, with participants turning back on the barrels of Frogmore Square.
