Interesting idea. This would certainly create more OP battles of a faction against NPCs however this would not mean weaker factions would get a chance of owning OPs (they would just have it taken off them very quickly and perhaps earn 1 mat).
This would just create the same OPs circulating around 1 faction. As guilds distribute OP mats around their faction anyway this would not make any difference to the net flow of OP mats in my opinion.
Also with guilds not being able to hold onto OPs they would look towards other OPs, perhaps in the hands of weaker factions, which would at first generate more wars but end in the utter dominance of all +q200 OPs by one faction.

Players have the power, if no one wants to change his way to play then it will continue like that.Now think if one or two big guilds kamis side would change faction and become kara or marauder. What could happen ? :-)

However --and sorry if this is derailing-- we could make OPs a bit like supernodes maybe? Once per week, the land around the outpost becomes a pvp region. Mats will have to be dug, depending on some super hard to get weather, and until then it's a GvG zone. Of course different outposts would have different schedules, giving the willing homin something to do all week long, and finally giving a chance to the sneaky neutral to maybe score low-q mats. Drills can be fixed, tree-bore in kami lands and trepan in kara lands.
