I'm a new player and seeing about 200ms ping times from London, UK. This didn't seem an issue whilst I was on Silan, but at Fairhaven I'm going against Kipee, which seem to be fast little buggers.

I'm focusing on magic, and had been alternating fear and damage to raise defense and offense at the same time, but these Kipee are so fast they're teleporting left and right, hitting me when they should be fleeing. Even with queueing the alternating actions, it appears there's a signficant delay in activation due to the 200ms, which makes the fight pretty aggravating.

So is 200ms ping expected for European players? If so, am I just having a particularly bad day with it?

The ping is not nearly so much an indicator of lag as your download and upload times (second and third numbers).  These are a function of server load and number of mobs being managed in your immediate area.

It sounds to me as if you are having problems with those because bad download times lead to the "teleporting mob" syndrome.  Upload times would lead to "action delay" on your part.
It sounds to me as if you should not be trying to play kipee the way you would play a slower mob like a yelk or an arma or even a yubo.  I'd also suggest doing a little melee to get some SP to up your consitution and get some more hp.

Finally, you may have been suffering from being stunned as well and not noticed. 

If I could get 200ms ping, I'd be ecstatic.  I'm usually in the 350-450 range these days. (West Coast USA) and near FH I can have download times on the order of 900 to 1200 ms.
