What it says on the box. In the Linux client, at least, most of the tribes are in alphabetical order, but not all.

They are actually sorted alphabetically by their internal name which in most cases is the same as the English one.
sample tribes
tribe_black_circle Black Circle
tribe_cholorogoos Chlorogoos
tribe_cute Cuzans
tribe_frahar Fraiders
tribe_frahar_hunters Frahar Hunters

the samples above show the minor error...

but that doesn't help the other languages so I second the suggestion

Agreed, just change the sort field and it will be fine.
