By free and fair I meant exactly what I put forth -- No cost and a non-judgemental and transparent distribution of the materials to any guild that requested them (based on time and number of materials produced).
Even you will have to admit that any distribution of (for instance) maga root, while it may have taken place freely, was not verifiably fair (or not). My proposal (which I still intend to carry out, win or lose) was to make it as demonstrably fair as the Chanchey system of NPC Boss hunt loot distribution.
As far as Agan's motives are concerned, I agree with you, and I also don't care. I saw an opportunity for a Ranger high level Outpost and a chance to show what a Ranger guild can do. I did NOT make this decision alone, nor did I make it with any illusions about what the reaction of the "Kami Faction" would be.
If the neutral and Ranger and (other) forces can successfully defend Zo-Kian, I will be happy. If not -- I will be satisfied. I invite you to come and defend it in accordance with your opinions.
