There is a vice-governor now, even though it is not mentioned in the Kardali constitution, so I assume he is just an agent/emmisary of the governor?
In the past the Vice-Governor supervised the Kardali, oversaw the talari assemblies, and filled the role of governor when needed.
The main purpose of writing a new constitution is to take the power back from the Kardali and to reduce the power of the Governor. The Kardali were never supposed to be so important and I think a cabinet can do their job. The fact that the event team will probably only allow the governor to be elected for life, means that the governor should not have so much power. So this is why I made the governor Head of State, and the other position Head of Government- so inside the federation a frequently elected official has the most power. Because they have different roles but equal power (the vice-governor might be more powerful actually) it seems strange to call the one "vice-"
I was thinking too, maybe just have one Kard'al. The Vice-Governor position would become the Kard'al (of Fairhaven).
