Yes - to get events you definitly need to have meetings and invite one of event team to it - are there enough event people about? And you would need to accomadate different "dialects"
Most of the translations are done now by other players. So usually you need one who can translate English to French and back. Most German players (not all, though) understand English. But indeed, you should make sure someone can do the hard work - and is willing to do so.
