By the way, about fame : if your character was existing before the merge, all fame are reset, and the fames with tribes show 0 everywhere, but it doesn't mean it's really 0. You have to make a mission (or kill a guard of the tribe) to refresh the fame.
Initially, when you never met a tribe, you couldn't see your fame with it (still the case for real new characters). This is a kind of bug with "false" new characters
Not exactly, In the 2.0 client, all characters can now see always all tribe fames, even if the fame is 0/uninitialized. This is intentional and has as I understand it to do with a difficult to catch bug that for some players a tribe's fame is not shown even though it is not 0.
