In a small town rule enforcement is usually a bit lax, unless there are complaints. In a congested city rules are usually enforced more diligently to avoid riots.
The rules have not changed. It is just that the discretionary enforcement of the rules has tightened up due to the denser multinational population.
And the CSR's who do the enforcement are unpaid volunteers, and few in number. We are very fortunate to have the ones we have. How many players would want their job? Obviously very few.
