While reading this thread I was reminded of the "old" times... back in the beginning of the game you got dappers from killed bandits (instead of loot)
I don't think that reitroducing this would be a good idea but how about using the same method as for the butcher?
Once all bandits are killed (and you've got the apropriate mission) there will be some random loot in the chest - this can be dappers or gear or materials fitting the region the bandits are in.
And finally a small hint for other hunters out there:
If you hunt cutes/frahar/gibai you'll get far more for the jools when selling them to the merchant than for the normal loot (I'm getting 50-70 dappers for one jool from the 200 area but only 3-4 dappers for one normal loot item making it 6-20 dapers per animal) on resale the loot will be bought though, thus giving more dappers in the long term - the jools ofc not as noone wants jools without boost ;-)
Oh, and if someone wants a pair of Igara leather boots they're probably still in the merchant in the Burning desert - I had quite some fun crafting them from the Igara loot I had collected (everything except lining was from Igaras) ;-)
And while waiting for the Clopper Hill achivement I had fun was cloppers and circular attack too!
