At any rate, unless you are an enemy of the TP's owners it would still be a good idea to distribute pacts via an aternate route. It could turn out that high level and desired pacts (250 PR region, for example) TPs cost quite a lot (say, 100k) -- we don't know what the devs are planning.
What Amiko proposes could also allow non-aligned people access to the TPs in return for some work. Obviously mission difficulty should be balanced with dapper cost -- buying a pact should be the easy option, missions the (comparatively) hard one.
