No and definite no on "no credit cost". Yes, it could be coded so these don't work in PvP (see below) but even then, why would you even need them, boss hunting? They are easy with current toolsets.Most of them come in form of specific stanzas, that cost 100 skill points and zero credits.

+10% added to random parameter of crafted item or -10% of amount of used materials.
Kami Disciple/Karavan Follower
+100 Kami/Karavan fame title
+25% to PvP points
+10% damage against faction opponents in PvP
Unique teleport pact, one for all teleports around the world, no more buying tp tickets every time you use an altar
Increase in fame with all tribes aligned with your faction
Kami/Karavan Champion
+35% to PvP points
+10% of additional damage against faction opponents in PvP (stacks along with specific stanza obtained with +100 fame title).
Kitin titles
Specific stanzas increasing damage, or hit rate, or credit usage while fighting Kitins.
Player Government titles (Taliar, Akenak etc)
+15% to discounts at all NPC vendors for members of governor's guild.
+15% to racial fame increase for all missions completed by members of governor's guild.
-50% to any OP attack declaration price for governor's guild in the lands of governor's race.
Lower prices to hire OP guards, more free squads available for governor's guild.
PvP in my opinion should be even less about gear/level than it is. Maybe tied to Outpost level so for example fighting at level 100 Outpost would cause everybody 100+ to temporary de-level to 100. But a) that'd be nightmare doing Action bars ... like it's not pita enough and b) topic for another discussion.
