I believe that the source of the bug is that the Vigorous and Vulgar Kipee are both part of the same spawn. If the Vulgar are killed off but the vigorous are not, then the Vulgar do not respawn.
I suspect, but cannot prove, that the engine checks for the existence of Vulgar Kipee in region, and if they are all dead we get the "." I suspect this because not everyone seems to get the bug.
