In absolute rates, raising tribe fame is slow, possibly the same rate as Faction fame, while Civilization fame is, I believe, quite fast. I'm pretty sure they're linear (loss and gain match for equivalent fames).
How gaining fame with one influences collaterals definitely takes absolute rate in consideration, but it's probably adjusted to the collateral's level as well. So I don't expect the 10% magnitude is linear. Fame gain in general is a "Bell" curve, faster rate around zero, slower towards the edges; say toon fame for a tribe is around zero, and toon Civilization fame is high, it would make sense for tribe fame delta to be high, but Civilization fame delta to be small, relative to their own rate.
The API's XML will give you fractions for fame levels (well, an integer, which is divided by 6000 and rounded off to be displayed in game), making it easier to see minute changes.
