1. Have you tried disabling your anti-virus temporarily? Perhaps the anti-virus interferes in some way.
2. Have you tried installing a freshly downloaded copy of Ryzom in a different location? (C:\Ryzom for example) Perhaps there is something in your config, data or save files that causes the problem.
The cache folder is just a copy of images from the in-game browser (forum sig banners, guild logos etc.) and prevents a re-download of all those images every time you browse. I doubt that this is related.
