The Ring is not RP - in fact it is anit-RP in terms of Ryzom canon. It is a function of Ryzom the Game, not Atys the World.
((One might argue in terms of RP that it is a dream machine. You do not actually go anywhere, only have a very vivid dream. Like a dream you bring nothing back when you leave the Ring, neither true experience nor any goods.))
By "random npcs" what do you mean? People who are just wandering the lands like Patrollers, Prospectors and the like? I have to admit that I have never met any. What kind of characters are they? Or do you mean the "random" NPC's that are at the various altars to Jena and Ma-Duk. The instructors for the occupations give you pacts to get to Almati Woods and the Kitin Lair, if that is what you are talking about, and even then, there is a certain stretching of the Lore to do that.
None of that is relevant to the fact that we normal homins are not able to teleport at will, and there is no Lore that would allow us to. Therefore the idea of teleport stations in our apartments is anti-RP. New Lore would have to be written to work it in to any role-playing.
In addition, I don't think it's a particularly useful thing to do even in terms of game mechanics, though that might change if one were allowed to craft "off the shelf", so to speak.
