"Double Click Mode" is in the Mouse options menu, if it's enabled (which it is by default I think) you need to doubleclick on the selected target to perform the standard action, like attack/talk/etc. if it's disabled you only need to singleclick. But that is all *after* you've selected the target, selecting is a single click in either mode.
