Meh, Action #2 fulfils it's purpose completely in that I no longer need to have the same dozen actions like invul on every set. That means I now have 20 actions per set completely free, and I've never needed more than those 20 for any role.
If the problem is just that using the Action #2 window likes this requires you to re-arrange the action sets you used before, it's nothing more than a transitional problem that'll work itself out over time as new players grow into the new system and old stubborn fogies stop clinging to their outdated traditions.

I generally kept the first bar empty anyway, so I could more easily delete purchased actions that get automatically added (grind craft to Master, buy remaining racial actions, delete actions from action bar). Because of that, the hardest part for me personally was training myself to select actions from the new action bar instead of from their former locations. It didn't take long, and now I instinctively reach for the desired ability in the new location.
