I talk to Frivolous pretty much everyday. I will talk to her about this and get back to you. I am pretty sure she will just say to have someone attack the outposts with an alt guild and continue to pass out the cats/mats to everyone. I've been having some trouble getting into the alt guilds that own these outposts or i would have passed out the cats/mats collected already.
