A menu like the way you propose would be 'going too far'.
A middle ground would make sense though, where some missions can progress in the field. Especially missions where it makes sense that the player 'as an inhabitant and agent' can make a decision on what should be done next.
As an example:
Mission > Investigate creature population at x-y location.
Outcome > Creatures population is too high.
Then instead of running back to the npc, get a follow up mission in the field to cull the population.
Previous mission > Complete investigation mission in the field.
New mission > Kill 10 of x creatures.
