What if to invent something completely different.
The drill which is not producing mats by old-fashion drilling, but plunder/steal mats from all other drills in region. So that the owners of other drills really got reduced amounts of mats.
Ofc, it was already in Simpsons: Burns Slant Drilling Co., but anyway.
And, among other things, this will add one more reason to love the marauders in the neighborhood.
