That's why it's a matter of "semantics" ... are we talking "can" or are we taking "can" ? We're not at odds here as we are talking about 2 different things.
In the example you gave, while game mechanics would allow it to occur, the game has not, to date, provided the opportunity to do so in the required quantity of materials.
Here's a good example
When a child asks .... "That sign says "Speed Limit 75 miles per hour", can we drive faster than that ?" Do you say:
a) "Yes, we can cause this car has a top speed if 165 mph."
or
b) "No you can't cause it's against the law."
Both are literally correct, ... all I am saying is only 1 of those contains "practical" advice as to what is a sound and practical choice.
