I agree with Jahuu, if it bother so much citizens they can act themselv.
Little question, how you know they are marauder's ?
Do you feel uncomfy because they can attack you ?
To answer, City guards are strong enough, but players will always be better (and it should be like this), if you do not count NPC like mara boss which are "instance".
