I dont think it should be fixed. 100 Yubos q1 should be able to eventually kill a player, no matter his level. If afflictions are having effect without link, they are the part that needs changing.
Could it be possible to have different effects on PvP and PvE? Heals being too overpowered and jewels protecting fully from elemental makes the PvP very boring to me. My favorite skill, nuking, is useless and in 4v4 I was able to heal others up when I was only alive. Only motivation to do it is shield with bad parry or some dress that doesnt fit my style =P
How about, under PvP, afflictions would need link to work, and heals could be less overpowered, like decreasing the success %? Making nukes more usable might be out of question. When the PvP moment is over, skills could return to mode and work like they work now.
Can PvP tag turning red start the mode? =P
