Why not trigger the aggro?
The reaction of aggro upon being scared is normal for beasts. If the reason is that there's no directionality to the boom/flash, that seems possible, but brings other questions to the fore.
Rather than targeting I would say that it should be an AoE effect.
If so, then all feared beasts should return to the center (where the fireworks were set off) and look around, looking for something to blame. If one of them is a normally aggro beast, then... well that's just too bad, you shoulda moved.
