Um. Weather does *not* apply to choice mats on the surface except for the choice mats that are associated with an exe mat source. The choice mats in the same fields with the basic and fine mats are *never* weathered. This is why choice in PR is weathered -- it's associated with exe (and sup) in all cases.
Therefore we can simplify still further for choice mats -- it's only in PR.
I could also see making it so that using the Ignore Weather stanza would multiply the Kami irritation per mat. (That would take some serious server side programming, but so would this whole concept.)
