In English the word 'Silly' has many complex and sublty different uses and meanings. It is never used as an insult.

If you said 'she's just a silly girl' that might be seen as insulting although it is at worst condescending.
If you praise someone and they pretend to be embarassed and unworthy of such praise they might say 'don't be silly'.

A large part of English humour is people being silly while pretending to be serious. It is my philosophy to do or say something silly at least once a day.
