amps replaced staff as the magic weapon (they were just boxing gloves before the change)
i agree that there should be missions for amps, and tbh we don't need new tribes or regions for it, just a new NPC that gives amp crafting missions (and other missions as well, the npc's could be from "the crafters guild".... this npc could have missions for amps, for full sets of gear (full LA, jewels, a weapon) or "partial" sets (just LA, just jewels, just shield/buckler and weapon)
the hard part is finding a way to keep the "lore" happy (because my idea of totally ooc/hrp npc's isn't well liked) personally i'd just make an npc with the name of "OOC / HRP" and then the lore doesn't matter, because these npc's are not for RP, they're for the fun of something new with no need to restrict it because "it doesn't fit the lore"
these days the biggest reason to reject new things is "doesn't fit the lore", let's face it, putting in NON-RP stuff will not brake the game, would in fact, give players (many of which never or almost never do any RP something new to do) (honestly how many players really do RP often? 5% 10% 25% of the player base?)
