I second the proposal. When I have a look at the usage, I see 102 topics in German since the merge, 195 in French, 465 ca. in English, 24 in Russian, and 113 in Spanish (minor aberrations possible). To my impression, the usage of non english General forums is decreasing.
It seems that General [English] is the General for all, while the other are language forums are used more or less seldom. And often, general discussions are rather started in roleplay, or ideas forum.
I would advocate to retain the old "language General" forums, but to rename them to "Language communities" or so, possibly even creating an italian one in addition, then start a multilingual General.
In the Language communities topics of relevance for that community should be discussed, and general topics in General. Today, the English speakers lack a General of their own.
