In the first place, a scroll increases your effective *level* by a certain amount, not your percentage chance. Thus if you are overcrafting to 250 from 190 and you use a q50 scroll, your chance of success will still be 5% (effective level 200), not 15%. The display in the crafting window is in error. The information given by a right click on the object is correct. This has been determined by careful study by myself and by Daomei.
The question would then be: is the use of a scroll to increase your chance of success in cases where you are overcrafting by less than 50 points worth it? I doubt it because you only get the maximum of 300 xp/mat at the level of 50 levels of overcraft or greater.
In addition, scrolls have significant cooldown when you could be crafting, but aren't if you are waiting for the next scroll.
Where scrolls make a tremendous difference is in the amount of material used to make q250 boosted sets.
