Quick ryzom history:
Ryzom was 3 different servers aristople (english and next to none RP), aniro (French and heavy RP), leanon (german and heavy RP) > All 3 got merged and thats why alot of ppl have different ideas about RP

Even if they make it bannable not using OCC and IC tags I won't do it.
My idea about this is I've been playing this game for years and I know alot of ppl ingame and their background, family, ... so when I chat I might start in some kind of IC chat but 4 lines further I might end up asking how it's with their sick kid for instance OCC. I come from aristople where this was the way we played for years like this without problems for me that doesn't break my gameplay (wich for me these days is sitting at FH tables chatting and doing other stupid stuff)
You won't change 10+ year gameplay in an forum post I respect your opinion but I'm not gonna adopt to it.
About male-female interaction:
I've met some good male players in female toons during the years and even female players with male toons (Yes both are possible). About RP interaction with them it depends what crowd you hang around with. I know a friend of me did make 2 chars a male and female one played em just as much trough silan and a bit mainland but he ended up with way more team invites and way less pvp with his female char then male and ended up jut playing her.
So yes gender of a toon does something to some ppl.
But I got no idea about harrasement (sexual and non sexual) if you experience it I would say screenshot and ticket it since we don't need that kind of ppl here. The only kind of sexual harrasement I know is a group of female players that strongly RP about killing all male players ingame but thats just lovley banter and innocent fun (like i said before we all know eachother for years).
And for interaction and forming real life couples like Virg said ryzom has a tendency of being a good matchmaker.
Now to help you:
Like said before try going to the tryker/zorai/matis/fyros meetings there you will find ppl that are really intrested in RP and talk IC. This would also be a good choise for you to start and find a guild since alot of guilds at those meetings do active RP.
