Bubbles and Tenwo and the Memorial disappear every time the server is rebooted. They have to be respawned manually. Sometimes the support people who are online are busy dealing with larger problems (like Temples and their NPC's, New Horizons, events in progress, etc.) which also need to be restored every time the server is rebooted. It's a fact of life; we're human and we forget things.
