From a previous discussion I picked the impression that malplaced mektoubs may be a major molestation for many players. Most do not commit such transgression deliberately, but not few do it out of neglect because there is no risk and no punishment. Some even may abuse this feature for teasing or even grieving.
The idea is that rules are set up when and where mektoub parking is considered inappropriate. This may be the case on narrow platforms, stairways (the stairs towards florist master may be completely blocked by a mek) and so on.
Reckless or ruthless parking may result in a warning at first offense, a fine then (depending on player levels), and towing the mektoub if repeated. The mektoub will be moved to a CSR operated stable and only released after 1. payment of a level and number of offenses dependent fine and 2. a ban time depending on the number of offenses by the same player character.
Such ban may be a more efficient deterrence than just removing the mektoub from the location where it is molesting others or imposing a fine. Having access denied to a part of the inventory may be painful and an educating experience.
