Looking around my keys_name.xml file, I see a lot of things that we can't do, as if the default keys were set for devs and testers and then some keys were deactivated for player characters, but the defaults were left in. That might explain some of the inactive combinations.
I do find the line : <key name="KeyM" ctrl="1" action="run_shortcut" params="28"/> to be a little strange, since the parameters for each shortcut bar run from 00 to 19 under normal circumstances. That might cause a problem.
