The stated reason at the time of merge was that it needed its own server and that it wasn't worth the extra expense. Now that we know (thanks to Ryzom Forge) that they had both the regular server and the test server to maintain, this becomes an even more likely reason.
The fact that very few people used the Ring at all probably added to the decision. Of course the fact that the creator had to be online for people to visit the creation may have had something to do with the low usage, so there is plenty of "blame" to go around.
