A short word to randomness: Sure computer based random algorithms are not really random in a mathematical sense. And, along with bugs, they may be compromised and the knowledge won therefrom be exploited. I want to add that such kind of hacking requires elaborate cryptographic and programming skills.
But please mind what you are thinking and telling here: You are suspecting fellow players an activity which is not only in violation of the EULA, but may constitute a criminal offense in addition.
Cheating that way (if possible altogether) would end up in immediate termination of the account, forbidding the perpetrator any future use, and possibly even lawsuit and/or criminal prosecution.
So if one believes to have reasons for such a suspicion, contacting a CSR and discussing the issue with her/him would be the better way than spreading accusations which are likely to hurt and insult those who put much effort and risk into their scouting and hunting task.
