ehm… if you are not a crafter, you can still obtain the items, fairly easy. Yes, you can not make the yourself, but you can easially obtain them, many people are willing to craft for others. So by this logic, even if you do not do pvp you should still easially be able to obtain pvp items also. Just like with regards to normal PvE activities, if you are not a digger, you wont be able to get your own mats or if your not a crafter, you wont be able to craft your own items, then its fair to say if your not a PvPer, you should not be able to get PvP items.
