Two points to address:
- Regions, as portions of land, belong to the nations. A nation is just the next thing below Higher Powers and slightly above organizations. They are much more powerful than individual guilds, no matter how strong the guild is. You would have to explain in RP terms how / why a nation would sit idle and allow a guild to declare war within their borders .. and why aren't they sending half the army to bash the attackers skull in.
Further, it puts guilds that only belong to an organization at an advantage; assume there's a violent ranger guild that wants to "warn" a nation for not collaborating with them. They can declare on a nation's region, but can the subjects do a counterdeclare on anything? Not really. Almati Woods is mostly neutral ground and a gateway to the Kitin Lair. Similarly, how do you show aggression towards marauders? They only own a meager camp, technically in a Matis-owned region.
- I might support this mechanic in PR, with one condition: that the devs first fix the supreme refill bug. As it stands now, you can have sup zun depleted almost everywhere in 2 seasons. If one region is left and due to properly refill, allowing it to be pvp enabled at or near season change would drive out exactly the folk who already avoid SN because of the pvp. There would often be no option if you need to dig a particular material, that only refilled in a region that's currently under declare.
Currently I see this as an interesting idea that needs to be thoroughly analyzed in order to fix the loose ends.
