I can remember the Great Digging Rush for the outposts shortly past merger. Even then there were only a few kami strikes, otherwise the tolerance would just stay dangerously low.
In my uneducated opinion, Sap Slaves and Lost Valley should be boom-ing constantly. The deposits in LV suck anyway, so few mats/node because the place is overdug ;/
