Kami and Kara numbers were actually very similar and kara had more during some wars.

The difference back then was the effort kami put it. They trained launcher and had considerably more launchers than kara. They also worked hard on their PvP and had better tactics. This made all the difference.

Now however kami have more numbers as many kara stopped playing as they believed OPs should just fall into their hands.
