For the player's titles (you named them tags): They exist in two versions. Both can be accessed from the Indentity (P) window, Info tab.
On top of the tab there is a combobox. If you select your title there it will be translated for every player that sees you. You select Refugee and a player using german client will see Flüchtling.
Below the combobox is some kind of web page where you can also choose a title. But this (new) title system doesn't support translation. Event and fame titles are available from the new system only.
