If you look on the Dev Roadmap you will see that the combination of the Forums is actually on the list (albeit at 0%) This idea was brought up before and sent to the devs and apparently they have accepted it. In addition the idea of allowing for translation of a forum to the language of your choice was brought up here: http://app.ryzom.com/app_forum/index.php?page=topic/view/17007/1 . That would clearly be a critical part of combined forums.
