Considering this looks like the same code that was being sold before (NeL, RAID engine, etc), we really have no need to worry. At least I don't think so.
It does seem like a cheap way to get bug fixes and new content, but then again, the same thing was said of R^2, and that never happened.
In this case, only time will tell. Of course, now we have a chance to do stuff like add a new skill tree and stuff like that. Should be interesting to see what happens.
Edit: OK after reading the pages associated with it, you won't have new content, at least not directly. It looks like from those that do bug fixes and new program features, they will choose the best to make new in-game features and content.
