Personally I think that it should be changed so that you gain an increased time stanza that is free (needs no counterpart) so that you can use it or not as the whim strikes you.

I also agree, adding a stanza for +5 seconds time extract that costs 0 action credits, for OPTIONAL use would be nice

(but i kill-dig so only VERY rarely do i have to wait on that extra 5 seconds) (SM 0 and 1)

Converting the perma-bonus into a free stanza (that we could use or not) sounds like a good solution to me.
