You can easily run out of slots in any remotely well-supplied guild hall. As far as I can tell, most guilds deal with this by setting up guilds made of alts. I am yet to hear of a guild which goes "oh well, we'll pass these mats because we're full".
My 2 dappers is: one expansion should be available, 1`000 slots and 10`000 bulk is a bit low. But nothing spectacular, just maybe a 50% increase of each, nothing more.
